Not entirely. For your hauling ship, you're looking at an Orca, Roquel, or Carrier.

With these in hand, I put a CC on each of 5 different planets, covering the range of possibilities needed for eventual production of a POS, then swapping to create modules, then swapping to create the fuels. I stay cloaked in my hauler until the POS is built and online. Bored, yes, but still..........
In order to "make" something you need 3 things:
1. A BPO/BPC
2. Materials listed on the BPO/BPC and the skills to make the item(s)
3. Factory slot to cook them in (Station, POS, Outpost)
Until you have a POS to attach an assembly array, you don't have #3.

If you have a POS up, yes. Don't forget besides fuel, you need "other stuffs". (Hangers, storage, assembly arrays, DEFENSES.) And you have to have assembly arrays to make these, or bring from known-space.
